Community members are speaking out against Sheriff Chapman’s harmful 287g program.
In early 2025, Loudoun County Sheriff Mike Chapman formalized his office’s collaboration with ICE through a dangerous 287(g) agreement, transforming local deputies into federal immigration agents, while dramatically increasing discriminatory traffic stops that funnel community members to deportation.
The facts are alarming:
- Traffic stops increased by 65% in the past year, targeting immigrant neighborhoods in Sterling in particular
- Latino residents are 8 times more likely to be searched during traffic stops
- 55% of all searches target Latino residents, despite making up only 14% of the population
- Over 150 community members handed over to ICE in just 15 months
This isn’t public safety - its profiling being funded by our tax dollars.
Community Fights Back
Fed up with attacks on immigrant families, concerned residents packed recent Board of Supervisors meetings to demand accountability. Community members shared powerful testimony about how these policies have made families afraid to drive in their own neighborhoods and created a climate where crime victims refuse to seek help from police.
Their message was clear: We will not stand by while our neighbors are targeted and terrorized.
Why this matters for everyone
Public safety experts, civil rights organizations, and leaders nationwide all agree - 287(g) programs undermine trust and cooperation between law enforcement and the communities they serve. When immigrants and their families fear that any police interaction could lead to deportation, they stop reporting crimes, refuse to serve as witnesses, and avoid seeking help when it is needed most. This puts everyone - regardless of immigration status - at greater risk.
Sheriff Chapman’s policies violate the basic principle that law enforcement should protect and serve all residents, not enforce a political agenda that tears families apart.
